Medicaid Funding: A Critical Issue for Kentucky
As Kentucky lawmakers continue to deliberate the state budget, Medicaid funding has emerged as a top priority. With more than 1.3 million Kentuckians relying on Medicaid for health coverage—accounting for over 30% of the state’s population—the program plays a vital role in maintaining the health and well-being of residents. Additionally, Medicaid is essential for keeping rural hospitals operational, which are often the only healthcare providers in their communities.
Emily Beauregard, executive director of Kentucky Voices for Health, emphasized that the final investment in Medicaid remains uncertain. She noted that the House has yet to release a finalized version of the budget before it moves to the Senate.
“We don’t know when we’re going to see a final version of the budget from the House before it passes over to the Senate,” she said. “This is a great time to talk with your legislator about how essential health-care funding is for you and your family.”
The House Subcommittee on Health and Family Services is expected to meet today to continue discussions on Medicaid funding and the broader state budget. These meetings will be critical in determining how the state will allocate resources to support its most vulnerable residents.
The Impact of Medicaid Expansion
Research has shown that increased access to Medicaid leads to significant improvements in public health outcomes. This includes higher rates of cancer treatment, smoking cessation, improved behavioral health, and reduced hospital emergency-room visits. In Kentucky, the expansion of Medicaid has led to a notable increase in preventive care services such as HIV screenings, mammograms, and diabetes screenings.
According to the Kentucky Center for Economic Policy, the state saw a substantial rise in these preventive care services following Medicaid expansion. This highlights the importance of maintaining and potentially expanding the program to ensure continued access to life-saving healthcare.
Budget Challenges and Possible Solutions
Despite the stretched-thin budget, Beauregard believes there are options available to help ensure residents do not lose access to health care. One potential solution involves the state’s large rainy-day fund.
“One thing that Kentucky has going for us is that we have a big rainy-day fund right now,” she said. “It could be a way to sort of help us transition and really figure out how to fund Medicaid and SNAP and those types of really essential programs.”
This fund could serve as a temporary buffer while lawmakers work on long-term solutions to sustain Medicaid and other vital programs.
Tracking Legislative Progress
Beauregard also highlighted the challenges faced by Kentuckians who may not have the time or resources to follow legislative developments closely. She pointed out that the organization tracks which bills are moving and publishes a Health Justice Bill Tracker to highlight legislation that promotes health equity and access to care.

Concerns About Medicaid Management
A recent report by state Auditor Allison Ball revealed serious issues with the Kentucky Department of Medicaid Services. The report found that the department failed to take basic steps to prevent payment duplications in cases where Medicaid recipients moved out of the state and enrolled in another state’s program. Between 2019 and 2022, these mistakes resulted in hundreds of millions of dollars in unnecessary payments.
This finding underscores the need for improved oversight and management of the Medicaid program to ensure that taxpayer dollars are used efficiently and effectively.
