China’s Delegation to India’s AI Impact Summit Signals Improved Bilateral Relations

China is set to send a high-level delegation to India’s AI Impact Summit, marking a significant step in the evolving relationship between the two Asian giants. The visit, led by a vice minister from China’s Ministry of Science and Technology, represents a rare public acknowledgment of collaboration between the two nations, which have experienced periods of tension in recent years.

George Chen, partner and co-chair of digital practice at The Asia Group, revealed this information based on conversations with his government contacts. He noted that the Indian embassy in Beijing had already reached out to facilitate the necessary visa arrangements for the Chinese delegation. This development highlights a growing interest in fostering dialogue and cooperation in the field of artificial intelligence.

The summit, scheduled to take place in New Delhi from February 16 to 20, will bring together global leaders, business executives, and policymakers to discuss the future of AI. While the exact composition of the Chinese delegation remains unclear, it is expected that representatives from Chinese businesses will also be present.

This move comes as China and India work to mend their ties after a period of strained relations. The most notable incident occurred in 2020 when a border skirmish resulted in several deaths, leading India to ban numerous Chinese mobile apps, including TikTok, citing national security concerns. However, bilateral tensions have gradually eased in recent months.

In 2023, direct flights and tourist visas were resumed, signaling a thaw in relations. This shift was partly influenced by the meeting between Indian Prime Minister Narendra Modi and Chinese President Xi Jinping ahead of the Shanghai Cooperation Organization (SCO) summit in Tianjin in August. The leaders were seen together in a widely shared video, where they were captured laughing with Russian President Vladimir Putin.

China has leveraged platforms like the SCO to expand its influence in global AI development. The country has consistently emphasized the importance of international collaboration in shaping AI policies and ensuring that the benefits of technological advancements are shared globally.

Meanwhile, the AI Impact Summit in India is attracting attention from global figures. U.S. business leaders, including Bill Gates and Anthropic CEO Dario Amodei, are among the notable participants. Interestingly, the summit’s timing coincides with China’s most significant holiday, the Lunar New Year festival, which may affect the level of participation from Chinese officials and businesses.

Despite the positive developments, both countries remain cautious about the broader geopolitical implications of their engagement. China’s Foreign Ministry has not publicly commented on the delegation, but it has expressed a general stance of supporting joint efforts in AI development with shared benefits.

As the AI Impact Summit approaches, the participation of China’s delegation underscores a potential shift toward greater cooperation between the two nations. With both countries investing heavily in AI research and innovation, the summit could serve as a platform for fostering mutual understanding and exploring collaborative opportunities in this rapidly evolving field.
