“I can confirm public speculation that Ambassador Abukar Dahir Osman, Permanent Representative of Somalia to the UN and President of the Security Council, is in fact associated with Progressive Health Care Services, a home health agency in Cincinnati,” wrote HHS Deputy Secretary Jim O’Neill on X.
O’Neill also noted that HHS had previously taken action against Progressive Health Care Services due to a conviction for Medicaid fraud. However, he did not provide specific details about the nature of the fraud or the actions taken against the company.
The connection between the Somali ambassador and Progressive Health Care Services gained significant attention on social media last week, especially as Minnesota’s Somali population faced intense scrutiny over fraud scandals involving fake entities set up to exploit taxpayer funds meant for the homeless, hungry, and families in need of child care.
According to a screenshot of his LinkedIn profile obtained by the Libs of TikTok social media account, Osman served as “Managing Director” of Progressive Health Care Services from 2014 until May 2019. This period overlaps with his tenure as Somalia’s permanent representative in New York. Additionally, the account claims that Osman’s health care business occupied the “same suite” as another company, with multiple other businesses sharing the same address, all bearing Somali names.
Public records indicate that Osman was listed as “President & CEO” of Progressive Health Care Services when it was established as a home health care provider in 2009.
A private citizen, who claimed not to be affiliated with the company, answered the phone when The Post contacted the number listed for Progressive Health Care Services in public records. He expressed frustration, stating, “You’re like the hundredth person to call looking for Progressive Health Care Services.” He demanded to know where his personal contact information was listed and said, “I’m thinking about changing my number now.”
Osman did not immediately respond to The Post’s request for comment.
This scandal has led to further actions from HHS. Last week, O’Neill moved to pause “all child care payments to the state of Minnesota” in response to the day care fraud scandal in the North Star State. Subsequently, HHS froze child care funding to all states pending an investigation.
