UVM Health Appoints New CEO After Eappen’s Exit
New Leadership at the University of Vermont Health Network
Stephen Leffler has officially taken on the role of chief executive officer (CEO) of the University of Vermont Health Network. This appointment follows a brief period where he served as interim CEO, and it marks a significant step in his career within the organization.
The board of trustees for the University of Vermont Health announced Leffler’s new position on Monday. His tenure as CEO will begin immediately, and he will also continue to serve as the president of the University of Vermont Medical Center. This dual role highlights the trust placed in him by the board and underscores his deep understanding of the network’s operations.
Leffler is stepping into this leadership position after Dr. Sunny Eappen, who had been serving as CEO, decided to step down in the fall. Eappen remained with the organization through December to ensure a smooth transition, providing support during this critical period.
With over 30 years of experience within the UVM Health Network, Leffler has held several key positions throughout his career. He previously served as the medical director of the Emergency Department and as the chief medical officer at UVM Medical Center. His extensive background in both clinical and administrative roles has prepared him well for this new challenge.
In a statement, Leffler expressed his honor in taking on this responsibility during what he described as a “pivotal moment” for healthcare. He emphasized the importance of focusing on access, affordability, and quality in the current landscape. Leffler acknowledged the challenges facing rural healthcare, but he also highlighted the dedication and skill of the teams working to serve patients.
“The challenges facing rural health care are real and complex, but I see every day the dedication and skill of our teams in serving patients,” Leffler said. “Their resolve, and the patients who rely on us, are what drives me to continue pushing forward.”
Financial Challenges and Strategic Adjustments
The UVM Health Network is navigating financial pressures, particularly from the Green Mountain Care Board, which oversees hospitals in Vermont. In response to these challenges, the network is actively working to reduce costs while maintaining high-quality care.
In September, the Green Mountain Care Board approved a $1.9 billion budget for the University of Vermont Medical Center. This decision led to a reduction in commercial rates at Vermont’s largest hospital, with a decrease of 16.2% in fiscal year 2026. The budget order also resulted in a $89 million reduction in the hospital’s commercial revenue.
This adjustment reflects the ongoing efforts to align financial strategies with the needs of the community and the regulatory environment. As the network moves forward, it will continue to focus on balancing financial sustainability with the delivery of essential healthcare services.
