Key Developments from the Midland Public Schools Board Meeting

During a two-hour-plus meeting of the Midland Public Schools Board of Education on Monday night, several important decisions were made that could significantly impact the district’s future. One of the key outcomes was the selection of a facilities assessment partner for the district. Additionally, the board reached a consensus to make the board packets public prior to each meeting.

Facilities Assessment Partner Selection

The board members had the opportunity to review presentations from three groups that had submitted bids for the facilities assessment. These groups included Three Rivers Corporation/Clark Construction/GMB, Wolgast Corporation/The Collaborative, and Barton Malow/French Associates/K12 Media. Each of the seven board members shared their thoughts on the presentations they had heard during a special meeting held three days earlier.

After a motion by Treasurer Jon Lauderbach and a second by Vice President Scott McFarland, the board voted 7-0 to accept the bid from Three Rivers Corporation/Clark Construction/GMB. The other two groups that presented were Wolgast Corporation/The Collaborative and Barton Malow/French Associates/K12 Media. Notably, Barton Malow had previously managed the work done from the district’s 2015 bond.

Board members highlighted several positive aspects of Three Rivers/Clark/GMB. They mentioned that the group had good ideas for engaging the community, demonstrated a commitment to ensuring any facilities plan was the right one before moving forward, and were considered a “known quantity” in Midland for doing quality work. Additionally, the group represents a “clean slate” and a “fresh start” for the district. Three Rivers has also already worked with Omni Tech, MPS’s strategic planning partner.

Transparency and Public Access

Later in the meeting, during a “study session discussion,” Secretary Jennifer Ringgold encouraged the board to discuss the feasibility of making the board packets available to the public before each monthly board meeting. These packets, which are provided to each school board member, include more detailed information than what is listed on the meeting agendas published on the MPS website. Currently, the packets are only available to the public through a Freedom of Information Act request.

Superintendent Penny Miller-Nelson emphasized the importance of this conversation. She noted that it takes time to redact sensitive information from the packets, but she believes it’s a good discussion to have. “Are people comfortable with the district incurring the cost of making the packets public?” she asked.

Treasurer Jon Lauderbach expressed his support for the idea. He mentioned that it’s frustrating that the board has been involved in litigation over the board packets for $50. “Make them available. Put them up on the website. There’s nothing there that we shouldn’t be making available to the public,” he said.

Trustee Brad Blasy also agreed with the idea. Superintendent Miller-Nelson stated that she sensed a consensus among the board in favor of making the information in the packets public. “We have a month before the next board meeting to assess how that can look. We would try to make it public shortly after you all have your copies of it,” she said.

The meeting also included a presentation about the district’s strategic planning by Omni Tech President and CEO Lee Ann Keller. Associate Superintendent Ken Weaver provided a summary of spring 2025 test scores. Other matters were also discussed during the meeting, highlighting the board’s commitment to transparency and continuous improvement.
